Project Management Office

(PMO)

Standardization, Governance, and Project Alignment

What is a PMO?

In PMP terminology, a Project Management Office (PMO) is: An organizational structure that standardizes project-related governance processes and facilitates the sharing of resources, methodologies, tools, and techniques.

A PMO helps ensure that projects are managed in a consistent and aligned way across the organization.

What a PMO Does

A PMO typically:

  • Defines and maintains project management standards and processes
  • Provides templates, tools, and methodologies
  • Supports project managers with guidance and training
  • Monitors project performance (scope, schedule, cost, quality)
  • Ensures alignment with organizational strategy
  • May manage project portfolios depending on its type

Types of PMO

1. Supportive PMO

  • Provides templates, training, and guidance
  • Low control over projects
  • Acts as a consultant

2. Controlling PMO

  • Requires compliance with standards and processes
  • Medium level of control
  • Ensures rules are followed

3. Directive PMO

  • Directly manages projects
  • High level of control
  • Assigns project managers and runs projects

PMO vs Project Manager

PMO Project Manager
Organization-level role Project-level role
Governs and standardizes Executes project work
Focuses on processes and alignment Focuses on delivering project objectives
Can oversee multiple projects Manages one project

Simple Example

A company has 20 ongoing projects. Without a PMO, each project manager uses different tools and methods.

With a PMO:

  • All projects follow the same reporting format
  • Risks are tracked consistently
  • Leadership can compare project performance easily
  • Resources are shared efficiently

How PMO Creates Value

Standards
Governance
Consistency
Business Alignment

PMP Exam Tip

  • If you see PMO in a question: think standardization + governance + support
  • It may also be responsible for portfolio coordination
  • It does not usually execute project work directly (except directive PMO)
